Description: Parses the Chanserv !user notices into an easy to read dialog



I made this script because I was uberly bored one afternoon, and needed to do something with MDX.  So, I decided to work on this and a little while after I posted the screenshot to the site, and got so many requests for it that I am gunna release it now.
